1183-1231 Herzog von Bayern. Ab 1214 verwaltete Ludwig I. die Pfalz, sein Sohn Otto war mit der Erbin von der Pfalz verlobt. Damit kam auch der goldene Löwe auf schwarzen Grund als Wappentier nach Bayern (war bereits Wappen unter den Staufern)
Parteigänger des Königs. Leitete die großen territorialen Gewinne der WITTELSBACHER ein. Erwerb der Grafschaft Bogen und der Pfalz vorbereitet. 1226 Reichsverweser. Verstrickte sich in politischen Alltagskampf, so dass er in Verdacht geriet, gegen die STAUFER zu agieren.
Nach seinem Tod durch Ermordung stiftete seine Gattin das Kloster Seligenthal in Landshut, in dem die meisten bayerischen Herzöge bestattet wurden.
Vor einem Aufstand des bayerischen Adels rettete ihn 1192 Kaiser HEINRICH VI., zu dessen engem Gefolge Ludwig in den nächsten Jahren gehörte. Nach HEINRICHS Tod unterstützte er König PHILIPP VON SCHWABEN, der 1208 von Ludwigs Vetter, Pfalzgraf Otto von Wittelsbach, ermordet wurde. Als erster Reichsfürst erkannte Ludwig jetzt den bisherigen Gegen-König OTTO IV. an, der ihm zum Dank die Erblichkeit des bayerischen Herzogtums bestätigte und ihm die Reichslehen des Mörders (außer dem Pfalzgrafenamt) übertrug sowie die des in die Bluttat verwickelten Markgrafen Heinrich von Istrien aus dem Hause der ANDECHS-MERANIER. Ludwig I. der Kelheimer ging energisch daran, "das Herzogtum Bayern in einen wittelsbachischen Territorialstaat umzuwandeln" (W. Störmer.) Mittel dazu waren auch die Ausnutzung des Heimfallrechts, das auf Allodialgüter ausgedehnt wurde, und die Gründung von Städten (Straubing, Landshut). 1211 schloss Ludwig sich FRIEDRICH II. an. Er nahm am 4. Kreuzzug teil, auf dem er in ägyptische Gefangenschaft geriet. 1225 wurde er nach der Ermordung Erzbischof Engelberts von Köln Vormund König HEINRICHS (VII.), der ihn 1228 des Verrats bezichtigte und ihn 1229 militärisch niederzwang. Ob die STAUFER bei seiner Ermordung auf der Donaubrücke bei Kelheim die Hand im Spiel hatten, ist indes fraglich.
